It’s a reference to the webcomic Homestuck - in it, there are 12 trolls (as in members of a literal race of trolls), each of which are associated with a constellation of the zodiac. The one associated with Capricorn is a juggalo and wears face paint like the kind edited onto Peridot here.
The poem is a piece of literature which mocks the arrogance of worldly kings, who believe that their conquests and glory will last forever when in reality, it all will sink back to dust in the end. Ozymandias is the Greek name for Ramses II, one of the greatest pharaohs of Egypt. But in the end, even for all of his greatness, which struck fear and awe into the whole classical world, his “works” are reduced to nothing more than a “colossal wreck”. It’s use here is meant to underline the fact that while Homestuck once was a titanic force on the internet (it has literally altered the landscape of how conventions work, for one thing), now it’s at a point where people don’t even recognize a blatant allusion to it.
